Jill has represented public entities in major infrastructure development, including initiating and developing public financing through state and federal agencies and negotiating contracts associated with public works development. Jill practiced before multiple public bodies in her role as special and general counsel to municipalities and special taxing districts and has directed and managed public input processes and disputes.
Jill earned her Juris Doctorate from the University of Arizona and is licensed to practice law in Arizona, Massachusetts, and New Mexico.

- Negotiating and drafting all manner of site control structures and EPC and offtake agreements
- Negotiating asset and membership interest purchase agreements (MIPAs)
- Negotiating PILOT agreements with municipalities
- Structuring and forming corporate entities
- Due diligence review of corporate compliance in connection with sale and financing transactions
- Analyzing compliance with regulatory requirements in connection with renewable energy projects
- Providing in-house trainings for clients’ staff.
